Florida Convicts NC Man of Workers' Comp Fraud

A Wake Forest, NC man was ordered to pay $3.1M in restitution for workers’ comp fraud. Carl Delmas Fuller pled guilty to a count of mail fraud. Fuller scammed a Florida-based employment agency into buying a false workers’ comp insurance policy.

The employment agency paid over $2.7M in insurance premiums to the fraudulent entity Southeast Services created by Fuller under the alias David Walters. Fuller collected hundreds of thousands of dollars through his fraudulent company and issued phony insurance certificates to the employment agency. In addition to the multi-million dollar restitution order, Fuller is sentenced to four years in prison.

The National Insurance Crime Bureau estimates workers’ comp insurance fraud costs insurance providers more than $5 billion each year. As a result of this fraud, many employees were left without workers’ compensation insurance. This is true even though their employer thought they were insured.
