The North Carolina Highway Patrol said that a woman from Robeson County has been charged with DWI in connection to a crash in which her mother suffered fatal personal injuries.

According to Trooper J.T. Locklear, the crash occurred around 2 p.m. on January 18 on Oxendine School Road, approximately six miles south of Red Springs.

Locklear said that 42-year-old Maxton resident Charlotte McMillian Lowery was driving a 2007 Ford than ran off the road to the right. The vehicle, which was traveling at an estimated rate of 65 mph in a 55 mph zone, hit a ditch and overturned multiple times in a field.

According to Locklear, Lowery’s mother, 59-year-old Red Springs resident Debby Bullard Holland, was riding in the front passenger seat. She was ejected from the vehicle and pronounced dead at the scene. Neither of the women was wearing a seat belt.

Locklear said that Lowery refused medical treatment. Her blood-alcohol content was measured at 0.22 percent, nearly three times the legal limit of 0.08.

Locklear said he would meet with the Robeson County district attorney to discuss additional charges.

A man from China Grove charged in a December crash in which a 52-year-old Salisbury woman suffered fatal personal injuries is faced with a charge of felony death by vehicle, among other charges.

On the night of the accident, 43-year-old Kenneth Lewis was charged with DWI after the accident in which Carolyn Wilson was killed.

On December 6, Wilson was returning home from work when the Chevrolet pickup truck Lewis was driving crossed the center line on Mooresville Road and collided with her Toyota Prius. Wilson received air transport to Carolinas Medical Center-Charlotte, where she later died.

The North Carolina Highway Patrol also charged Lewis with felony death by vehicle, driving left of center, expired registration card or tag, and expired or no inspection sticker. Another trooper charged him with hit-and-run and property damage.

Trooper M.P. Eason confirmed that Lewis had been involved in two different collisions: the hit-and-run and the fatal crash.

The North Carolina Department of Correction’s website says that Lewis had a DWI charge in May 1998, had his license revoked in 1991 and 2006, and was charged with having an open container of alcohol after consumption in 2005 and 2006.

Kevin O’Hagan pleaded guilty to a charge of second-degree murder in Union County Superior Court. He also issued an apology to the family of the victim, Daniel Herring. He faces a sentence of between 207 and 258 months.

The Monroe Police Department said that on the day of the incident, O’Hagan sped away from a traffic stop in October and collided head-on with Herring’s vehicle.
